You can try like hell, but they're not meant for it, and litter can be harmful and cause allergies in dogs. Stop being a lazy pet owner and let your dog out BEFORE it TELLS you. The nice thing about using a litter (as opposed to a pad) is that once he gets older you can take a few pellets of the litter with you downstairs to where you want him to potty and put the pellets down on the ground. They very quickly get the connection (between their potty spot upstairs and their potty spot outside).
