Dogs cannot be litter trained. You can try like hell, but they're not meant for it, and litter can be harmful and cause allergies in dogs. Stop being a lazy pet owner and let your dog out BEFORE it TELLS you. They should be let out every hour and 10 minutes after they eat at that age.
References :
people who live in high rises shouldn't have pets

We have used Second Nature litter (developed for dogs) for training puppies with great success. The nice thing about using a litter (as opposed to a pad) is that once he gets older you can take a few pellets of the litter with you downstairs to where you want him to potty and put the pellets down on the ground. They very quickly get the connection (between their potty spot upstairs and their potty spot outside).

Good Luck!
References :
Go to any pet store and get piddle pads, they have a scent that your dog only smells and will start using these..Train your puppy as usual with putting him on the pad and using the words pee and poo, give a treat when the pup does his business and soon he will learn..I did this with my little one and would take a pad with us when we went to someones house and they allowed us to put the pad down so my dog never made a mistake at anyones house..Make sure you place them nearby so his little legs don't have far to go and you and your pup will be very happy..p.s leave the pad down after the pup oes go and pick the poo off so she will start smelling her spot
References :
floor pads seem the best. leave it in the corner where he likes to go, and try not to scare him (it causes a fear reaction that inhibits learning.) just suggest nicely that he pee/poop on the paper.
